Security fix
SPR# ATCY7R4MNC - Fixed a crash that manifested itself in diiop because of the way diiop works. It unloads and loads the nnotes.dll which in turn causes stress on the initalization of LotusScript in nnotes.dll and the initalization of the lsx in javacon.dll. We found a problem where between the two initializations, we would end up with an uninitialized semaphore and crash.
