Security fix
SPR# RHAN6CAJY9 - When the installer creates the Program and Data files directories, the default security permission's were inherited from the parent directory. On Windows XP, the default permission's are to not allow users write access to these directories, which Notes requires. This fix makes the installer change the default permission's on the Program and Data directories to allow write access to them, however if the Data directory is on a network drive, the user usually doesn't have the permission's to change the security settings on directories, so the installer no longer changes them in this case.
