Problem:
A change was added in R6.x to prevent taking a database off-line for fixup,
unless the fixup logged db option (-j) was also passed in. However, this
prevents taking a logged database off-line for any reason.
This issue was reported to Lotus software Quality Engineering and has been
addressed in Domino 6.0.2.
