This issue was reported to Lotus Quality Engineering and was addressed in Notes
5.0.3 Client. This was verified also in the Notes 5.0.5 Client.

Design - Navigators
SPR# APOR4DYMJP - Fixed a problem where Hotspots in navigators were not
launching correctly. Prior to this fix, this would sometimes result in "Open
designated navigator in its own window" open being ignored. This is a
