SPR# GPKS64PDQL - When customers use LCase() to get the lower case of a
character, I(LATIN CAPITAL LETTER I) can't be converted to the right character
SMALL LETTER DOTLESS I. This issue has been fixed and was a regression
introduced in 6.0.
