Problem:
This issue was reported to Lotus Quality Engineering and has been addressed in
Domino 5.0.5.

Applet Component - Outline applet
SPR# JGON4K2QMS - Fixed a problem where the Outline Java Applet was unable to
open Notes URLs containing ampersand (&) parameters.
As a workaround for versions prior to 5.0.5, do not use embedded Outline Java
Applets to open Domino URLs. Open the URL using an embedded Outline HTML
element or using another element such as a button or hotlink.Supporting Information:
