Blank space is skipped in RFC822 headers encoding with non-ASCII characters

Problem:
The issue occurs when the first word of a string in a message contains only
ASCII characters, and a susequent word contains non-ASCII characters. As MIME
headers are allowed only ASCII characters, the string will be encoded.

The issue was reported to Quality Engineering as SPR# TMIZ6BSDLT, and has been
fixed in Domino 6.5.4 Fix Pack 1, Domino 6.5.5, and Domino 7.0.

SPR# TMIZ6BSDLT - Fixed a problem which caused spaces to be dropped from the
subject when rfc2047 encoding was used. This regression was introduced in 6.5.4.
