Problem:
This issue was reported to Lotus Quality Engineering and has been addressed in
Domino release 5.0.5.

Server - (Misc & Unknown)
SPR# ATHS4LQJMB - The server will now remember that it already ran a program
document before it shut down and not run it again until the interval expires.
This was a regression problem introduced in 5.0.2.
