Notes client "Recover Password" button displays even if password recovery has not been enabled

Problem:
This issue was reported to Quality Engineering as SPR #MCMA5JEMAF and has been
fixed in Notes client releases 6.5.1 and 6.0.4, where the client will determine
if an ID file is recoverable.

SPR# MCMA5JEMAF - This fix hides the recover password controls when that option
is not available to the user.

The Notes client can now determine if an ID file is recoverable. In the client
there are three dialog boxes where this issue applies:
1. When a user repeatedly attempts to log in and types an incorrect password,
the user is presented with a dialog box with a chance to recover their password.
2. When a user is in the password dialog box and clicks on the question mark
to bring up the Help.
3. When a user is attempting to log in and clicks Cancel, the user is
presented with another dialog box with four radio button options, one of which
is Recover Password.

The way this fix is designed to work is that if the client can determine for
certain that the user ID file has recovery information in it, the controls in
numbers 1 and 2 above are hidden and the control in number 3 is grayed out. If
it cannot be determined if the user ID file has recovery information in it, or
if the code encounters any errors, these controls are all left enabled, so that
the user can browse for a user ID file themselves and possibly find one with
recovery information in it. In other words, if there is any doubt about the
existence of the recovery information, these controls will not be taken away so
that the user has the ability to browse for a user ID file.
