SPR# MERS6JLQQT - A change was made that would inadvertently cause the
Directory Catalog to believe the configuration options of a CDC have changed,
and cause a rebuild.

Please keep in mind that although this specific Directory Catalog rebuild is
the result of a software problem, any valid configuration change will cause a
