Problem:
This issue was reported to Quality Engineering as SPR# JDST5X7P4P and fixed in
Domino 6.0.4 and 6.5.2.

SPR# JDST5X7P4P - The security-type "International" vs. "North American", which
is displayed when registering User ID files via Web Admin, now correctly
retains the selection.
To work around the issue in earlier releases, either register users by using
the Domino Administrator client or manually set the security type when
registering users with the Web Administrator client. More >
