Technote Number: 1211518
Problem:
This issue occurs if the name of the file attachment contains a space or
characters from the Double Byte Character Set (DBCS). Names containing either
of these elements are not deleted when forwarded (which includes Reply with
History), even though the sender is deleting the attachment before forwarding
the message.
The issue does not occur if the file is renamed without the use of spaces or
DBCS characters.
This issue was reported to Quality Engineering as SPR# YPHG6CQFP8, and is fixed
in Domino Web Access 6.5.5 and 7.0.
Excerpt from the Lotus Domino Release 6.5.5 MR fix list (available at
http://www.ibm.com/developerworks/lotus):

SPR# YPHG6CQFP8 - Fixed a problem where attachments in DBCS could not be
deleted when forwarding mail. This regression was introduced in 6.5.4.
Rather than forwarding the message in the scenario above, User B can copy the
text to be forwarded (without the attachment) and paste it into a completely
new message, then send it to User C.
