HTTP hangs when Java Web agent calls DbDirectory. OpenDatabaseByReplicaID

Problem:
This issue was reported to Quality Engineering as SPR# DTEI6AYCCW (APAR#
LO08755) and has been fixed in Domino 6.5.4 Fix Pack 2 and 6.5.5. Refer to the
Upgrade Central site for details on upgrading Notes/Domino. This regression
was introduced in 6.5.2.

SPR# DTEI6AYCCW - This fix is to ensure that a semaphore is released on
termination. After calling a Web query Java agent, any subsequent call to the
same or other Web agents hung the HTTP task. When you quit the Lotus Domino
server or use the command 'tell http show thread state,' you notice the hanging
HTTP requests. This regression was introduced in 6.5.2.

To work around the problem in earlier releases, do not run Web agents
concurrently. You enable or disable "Run Web agents concurrently" in the
Server document -> Internet Protocols -> Domino Web Engine tab.
