This issue was reported to Quality Engineering as SPR# BHIR5PHUHB and was fixed
in Notes/Domino 6.5.3.

Client UI
SPR# BHIR5PHUHB - Fixed a crash which occurred if @Command([Compose]) was used
as a Toolbar Button, with no database icon selected. This regression was
introduced in 6.0.
If you haven't yet upgraded, the only workaround is to be sure an icon is
selected on your workspace before clicking the customized toolbar button. More >
