 Problem:
This issue was reported to Quality Engineering and has been addressed in Domino
 6.5.3 and 6.5.2 FP1.
Excerpt from the Lotus Notes and Domino 6.5.2 Fix Pack 1 (FP1) fix list
 (available at http://www.ibm.com/developerworks/lotus):

 SMTP
SPR# TMIZ633KAP - Correct a problem that could cause the SMTP Listener to
reject some incoming messages with the following error: "554 Error writing
message to safe storage; unable to append local content to message". This
regression was introduced in 6.5.2 and was fixed in 6.0.5, 6.5.3, and 6.5.2 FP1.

As a workaround, in the Configuration Document --> MIME --> Advanced -->
Advanced Inbound Message Options tabs, go to the "Remove group names from
headers" field and change it to "No". Restart the router task ("restart task
router"), and that message will now go through fine.

Also, in some cases, removing the parameter "SMTPTranslateAddresses=2" resolved
 the problem. More >
