Problem:
This issue was reported to Quality Engineering and has been fixed in Notes
client releases 6.0.4, 6.5.2 and 7.0.

SPR# HTAA5K7DX4 - The error "Context toolbar not found. Bookmark design needs
update" occurred after moving a user to a new Certifier. This error was
displayed when trying to find an item such as a private toolbar, bookmarks,
etc., in the local bookmarks.nsf file, when a non-roaming user was renamed.
Note that a similar issue occurs after an installation/upgrade to a Notes 6.x
client, as described in the document titled "Error: 'Context Toolbar not Found.
