Problem:
This issue was introduced in Notes Domino 5.0.11 and 6.0 by changes made
relative to SPR# MDLS59PKFZ. These changes resulted in the unexpected behavior
when the Notes.INI parameter, SMTPTranslateAddresses=2, was in use.
This regression issue was reported to Quality Engineering as SPR# TBOX5JWTER
and was fixed in Notes/Domino 6.5/6.0.3. The following INI parameter was
introduced and is necessary in order to enable the fix:
SMTPTranslateLookupFullThenLocal=1
To resolve this issue the following Notes.INI parameters must be used:
SMTPTranslateAddressLookup=1
SMTPTranslateLookupFullThenLocal=1
SMTPTranslateAddresses=2

SPR# TBOX5JWTER - Fix to allow the router to relay messages when using a
Percent sign (%) as a domain separator and the notes.ini setting
"RouterPercentRelayEnabled=1" is set. This regression was introduced in 6.0 and
fixed in releases 6.0.3 and 5.0.13.
