Problem:
This issue was reported to Quality Engineering as SPR # OOGE6NSRB8, and is
fixed in Notes 6.5.6. It is a regression which was introduced in Notes 6.5.5
Client.

SPR# OOGE6NSRB8 - Fixed a problem where users were unable to use Notes Instant
Messaging without receiving the error message "Error logging in to instant
messaging: Instant messaging internal allocation error". An incorrect icon
resource ID prevented the resource DLL from loading on Windows 98.
Workaround:
Install Notes Client 6.5.4 on a Windows 98 platform in order to use Notes IM.
