Problem:
This issue was reported to Lotus software Quality Engineering and has been
fixed in Domino 6.5.2 and 6.0.4.

SPR# JGAN5WXUPQ - Users are given more access if their ACL entry is changed
from Reader to No Access. This problem has been fixed in 6.0.4 and 6.5.2.
To work around the issue, deselect the options 'Read Public Documents',
'Replicate or copy documents' and 'Write public documents' from the user's ACL
