SPR# PCHE7ECS3L -Prior to this fix, if a user was specified in the server NAB ACL via a group, and "enforce consistent ACL across replicas" was selected, they would not be able to run a COM program on the server to locally access the NAB database. This regression was introduced in 7.0.
