SPR# TBOX5JWTER - Fix to allow the router to relay messages when using a Percent sign(%) as a domain separator and the notes.ini setting "RouterPercentRelayEnabled=1" is set. This regression was introduced in 6.0 and fixed in releases 6.0.3 and 5.0.13.
