SPR# DCOY7F984F - Prior to this fix, documents that were in the design of bookmarks (Welcome, Home Page...) were getting purged and reloaded when the bookmarks were first read, causing the bookmark sitemap (outline) to be marked as modified and a performance hit to future readings. On load, the bookmark validation code checks the design items against the items in the bookmark sitemap, and these documents are not in the design list, so the fix was to make these document an exception to the design compare. The documents were already, checked for existence in the database and sitemap, so they are marked as existing before the design compare, and prevents the purge/reload, and being marked as modified.
