SPR# PMAO7RSQCT - If dbdirman is disabled (in this case it was DEBUG_DISABLE_DIRMAN_REFRESH=1 ) the DAOS resync process may not scan all NSF files, and will come up with an incomplete list of the references to the NLO files. Since there were no errors during the resync processing, the catalog will be marked as 'synchronized' and subsequent prune operations may delete attachments that have been improperly listed as having 0 references. This change checks for that flag (and several others that have similar effects) and prevents a DAOS resync from running if any of the flags are on. A warning message is displayed explaining that the flag needs to be turned off.
