SPR# SMOL9DDDDX - Addressed a Sametime Video chat issue that would result in a video image that was black if the user is assigned higher policy but does not have camera that can support that resolution. After this fix, if the the AV engine fails to reconfigure camera, a lower resolution codec will be set by reading the default custom resolution from preferences.ini.
