SPR# YSHA5SKD8R - Web mail can create messages with no body; the notes editor *always* creates a body, even when no data has been entered into the body. When a file is attached, the web mailer still creates no body, but the notes editor creates a body for the file attachment icon and the created cd records contain the file name. In the problem case --no body, but attachment with non-ascii name-- we work correctly with the notes editor's message because we still see the file name characters and we can compute the internet charset. In the web mail case, there's no body. The fix scans all $FILE items so that the file name characters are considered during character set translation even if there's no body.
