SPR# LMAN6C8P2D - When this ini is set: Disable_Archive_Default_Mod = 1, Default for Modified criteria will not be created in a new mailfile. This is useful, if an Admin wants to enforce policies with < 365 days of max retention settings. Since the default criteria uses 365 days, it was creating a "loop hole" for users, because default criteria were always being created.
