SPR# TKIE63GDT5 - When LEI starts, during process startup, IntlInit() is called and OSRefreshProfile() is called. Both
overwrite the timezone information stored in the shared memory os structure without first testing that an
overwrite is reasonable. Timezone shifts result, which affect task scheduling and timestamping. This
fix allows only the first process (usually the server) to set the timezone and other os struct values;
others may only read the values. The Notes event manager can still force update.
