SPR# HOKO98DPS6 - Fixes issue where the installer disables popup blocker for the current user but other users on the same system will continue to have problem running notes browser plugin.
This fix pushes the configuration to disable popup blocker to other users on the system, even those that are created after the installation. This also includes a mechanism to alert the user if popups are blocked.
