SPR# MIAS6W7HLA - If zOS doesn't have any free storage to create exception control blocks when there is a failure, the address space is terminated and we get no debug information to work on problems. This fix causes Domino to stop allocating memory from the system area below 16M, so there should always be room for zOS to allocate the blocks it needs when there is an exception.
