I've never used that template...  you mentioned row value but the property name is "Repeat Limit".  You made that greater then 30 and it's still showing 30?  

as a property on the file download control on the view document XPage

select the file download control and the go to the all properties section of the properties tab and change the rows property under the data section.

Didn't realize this was file download.  I thought it was just a repeat control.

About, my problem, it is not for the download is to store files in a document library database.(more than 30)

I may be missing out since I've not used them but I would not consider the document library template or any XPages template that IBM provides a "key element of Domino".  Actually I'm not sure if they do provide any other XPages based templates.
