Error 403 with hidden design

 We have an XPages application that gives HTTP error 403: "You are forbidden to perform this operation" when opened in a Web browser if the design has been hidden.  If I unhide the application design, it opens normally in the browser.
(It can be opened in the Notes client whether the design is hidden or not.)  Is there a way to hide the design and still make the app accessible from a Web browser?

 It is working correctly now.  Our Notes admin signed the database with the server ID.
