On partial update: An error occurred while updating some of the page. No element to submit

I have a panel that is hidden based on the selection of a radio button.   It works fine if I do a full update but if I do a partial update I get
 
An error occurred while updating some of the page.
   No element to submit with id view:_id1:_id6:_id7:_id13:panelSatelliteOffice
 
Is this because the panel really does not exist on the form when it is hidden?   Am I stuck witha full update if I want to make something visible based on a radio button selection?

 I suspect you're going trying to partially update something that's hidden right?  you can't do that as when it's hidden, it technically doesn't exist.  So you need to partially update something that contains the hidden element but that always exists.
 
I did a show on this for NotesIn9...  I forget which one.  But when I typically do is if I have a panel that can be hidden I use an outer and inner panel.  the outer panel is ALWAYS there, the inner has the formula.  So I partial update the OUTER panel and everything works fine. 
 
If you want to see this, it's probably in an early show of NotesIn9.  Which are indexed at XPages.TV

Thanks Dave.   I think  I understand.    Say a label is hidden.   I would place that label somewhere within a panel that is not hidden.  I would refresh the panel and not the label.
