Localization of XPages

 If I use the localization functionality in xpages Is there a way to add your own strings if so how do I retreve them for HTML / SSJS / javascript?
Or is there a way to markup strings in HTML / SSJS /Javascript that I want to localize ?
 
If I have an application can the user specify what language they want the application in somehow? 
Or if you can build your own settings page and specify this in some session property.
