Other then xBlog which as you say is rather old, I'm not aware of any publicly available xpages based template.  Toohey has a personal one...  I think Oliver Busse does also... but that's all I know about.

I think it would be a neat effort and learning experience to make a blog template but it's difficult to me to justify that effort with Wordpress being so easy to get into and there being just so many plugins and tools specific to Wordpress sites.

Does the blog HAVE to be based on the domino blog template?

If not, you could always grab the code of a bootstrap blog template from github for personal modification as an option perhaps?
