Navigation pane

I've built an app which when launched displays a xPage with a list of world regions.  When one region link is clicked, a session variable is set, a display of docs related to that region are displayed by filtering a view control with this session variable.  The user can then read or edit one of the documents.  

 My users have requested I create a navigation pane so all the regions are available all the time.  I tried using a frameset but that doesn't work since I need to set a session variable first and not just launch a web page in another frame.  I was looking at contect.redirect but I don't see an option for a frame. 

Any suggestions?

Use the Layout Custom Control from the Extension Library

This provides the "frameset" experience that you are looking for plus lots of examples and sample code available.
