2 viewpanels in top div or something.

Each viewpanel has a linked column value who will open the content in a lower div. 

may be use something as the dynamic content. 

It is very easy to use

 

But forget frames 

 Take a look at the Dojo BorderContainer. This mimics  a frameset pretty well and it will allow you to have complex layouts. For an example of the dojo BorderContainer layout take a look at the dojo website http://dojotoolkit.org/documentation/tutorials/1.6/dijit_layout/. This is already available in the Extension Library.
