I want to design a collapsible menu without using dojo,so that i have complete control over the menu.

There are any number of examples of collapsible, drop-down, horizontal or vertical flyout menus out there that can be built with CSS. CSS Play has a lot to choose from. Also see The Secrets Behind a Functional CSS Flyout Menu at DreamworksSpot. Google it and see what you get.
