Cannot find the library com.ibm.xsp.extlibx.library

Ok, I give up. 
 
I setup my application to use the new JDBC features, made sure the checkbox in the application properties was checked, got the correct datasources to show up, set up my view to pull from an SQLQuery and clicked on Preview in Web Browser and I get: Cannot find the library com.ibm.xsp.extlibx.library 
 
I even did the copy from Lotus\data\workspace\applications\eclipse\  features and plugins
 
 To:
Lotus\data\domino\workspace\applications\eclipse\  features and plugins
 
restarted designer 
 
Preview in Web Browser: Still I get the same error:  Cannot find the library com.ibm.xsp.extlibx.library 
 
Preview in Client: get 500 error
 
If really shouldn't be this difficult, should it?  Please, someone tell me what I'm doing wrong.

PS: Somewhere in all those steps I went out to OpenNTF and got the latest Extension Library and installed it using the UpdateSite database.  Then I installed the designer portion.

Are you on 8.5.3 and, if so, have you previously installed the Update Pack from IBM?
 
If so, try to uninstall that and use the ExtLib download exclusively instead.
 
If your application is on a server, have you created an OSGI bundle to load in your HTTP server?
