I am not sure IBM considers this a bug, but, this is the way it works. You can't use XPages in an ntf.

I'll second this - I can't get an XPage in an ntf to load - browser gives:
 
    HTTP Status Code: 404
    Reason : File not found or unable to read file
 
Can someone from IBM confirm please?
