Extension Library on Designer: PROBLEM OCCURRED

I've installed the latest (Feb 15, 2013) version of the XPages Xtension Lib on one server.
I installed the update site. 
I imported the plugs-ins, etc
Restarted HTTP (and saw the JVM... load).
Then, to get The library in designer: File>Application>Install>Search For New...>Add Remote Location (specified path to Update site).
Restart designer.
Everything worked perfectly; I used the controls in my xpages apps, etc.
 
 
Now, I'm in a different building (diff Domain, Network, etc), and I tried the entire process over again.
The only difference is that you have to access this server with a smart card. So, it would prompt you to select a certificate if you hit any database on the server through a browser. 
However, this time, when trying to install the library in designer, I get the below windows. Any clue what I can do here?
 
PROBLEM OCCURED:
CWPPR0031W: The requested provisioning operations(s) completed with partial success.
Network connection problems encountered during search.
Unable to access site "https://......."[java.lang.RuntimeException:java.lang.reflect.InvocationTargetException
 
 
AND THEN THIS WINDOW WHEN I CLICK OK
 
No acceptable feature found
No acceptable features were found on the the selected site(s). Choose a different site of site category
