In SSC > Enterprise Applications > Sametime Meeting Server > Security role to user/group mapping you can add users/groups to the admin role. These users can see all meeting rooms and look at stats as well as delete them. When you add and commit the change the application will restart so for the next 30 (or so seconds) meetings will be unavailable.
