Have you checked the database to see whether anything is happening there? I guess most of these people are guests and not authenticated? Have you ran through the performance tuning section in the knowledge base for the WAS proxy sitting in front? Could you try bypassing the WAS proxy and hitting the meeting server directly (after changing its port)? To be honest you're probably at the point of raising a PMR.
