What do you mean by "however the server that has the STProxyServer certificate no longer appears, so it can not be exported?" Have you deleted the server? Does it not still work?

If it's their and you can log into it's console or the SSC if it's not stand alone you should be able to get the the certificate stores. If you can get to the console or SSC then you should be able to export the certificate and then import it into the new server.

"Is it possible to create a new Personal certificate requests request for the current certificate?" Yes that's fine but will you be charged again by your CA? Can you not download the certificate from your CA and then apply it to your new server?
