You read various posts on this forum that say so, the requirements for the Community server say as much, the knowledge center says "Install the IBM Sametime System Console before you attempt to deploy other Sametime servers. You use the Sametime System Console to install, administer, and configure other Sametime servers." With IBM (and probably the same for most other vendors) if you deviate from the prescribed then you may find yourself in a position of being asked by support to make right the things you have decided to do without before they assist. Now they will probably apply some common sense but say you have a problem with policies and you have been manually altering the xmls you may find they tell you to install the SSC and then try again. For other problems, they may not ask you whether you have it installed so you don't need to tell them....
