Router: No messages transferred to ... via SMTP: SSL Certificate is Invalid.

We are getting the following error message when trying to transfer email to a specific domain:

12/20/2017 09:34:02 AM  Router: No messages transferred to DFPS.STATE.TX.US (host esa02mx.hhs.STATE.TX.US) via SMTP: SSL Certificate is Invalid.
12/20/2017 09:34:02 AM  Router: Failed to connect to SMTP host DFPS.STATE.TX.US because ¦¦Å¦ïÇ°i¦Þz9aÁ§-+4@+¦VÓµ·mZ¦â¦gb¦ñl¿}?

Is there anyway to avoid this error?  Other email servers can send email to this domain without problems.
