There is an enhancement request for this feature - SPR # WDCA9NMH6Q.

You can use a policy to have the sidebar open on start up.  (Mail Settings > Lotus iNotes > Configuration > Show Menu > Show Sidebar on
startup).  Once the option 'Sidebar Panels' -> 'Sametime Contacts' is checked, do the contacts continue to appear as expected?

FYI
   We could suggest opening a pmr with us and having an engineer add your additional interest onto the existing associated enhancement request spr to add weight on it's interest of being supplied as a feature in a new/upgraded release.
