Just a guess..

If you have re-installed then I'm guessing that your are installing the FP7 interim patch and not FP7.  Fixpack 7 should be apx 287MB in size (the Windows version).

Your Notes Installer is obsolute

That happened to me before.
Your Notes9.0.1 installer that you initially used is wrong one. This is weird thing, but true. See this one - > https://www-01.ibm.com/support/docview.wss?uid=swg21659925

But there is a workaround here. When you installed your FP, the installer extracts files to e.g., C:¥temp¥IBM¥NotesFP¥ you specify, then go to deploy¥hotfix folder under the folder you gave.
You will find fix.ini and ForVersion=20131022.0932 in the file.
You should change the value 20131022.0932 to your "20131015.0605".
Then you launch the installer .exe you extracted before.
It should work.

Otherwise, re-download new installer.

Correct version

Also make sure that you have correct FP7 (Notes basic client vs Notes standard client).
