Found the answer, it is basically a responsive design for the mail application.  If you extend the width of the email list window to the maximum width of the columns, it will switch automatically to the column view.  If you shrink the list window to less than the maximum column width then it automatically switches back to the drop down method.  Simple... Wow.  Never picked up on this
