Where is the 'widget management view'

I used to create widgets and later on manage widgets to enable live text.

Since R9 I cannot find the Widget Management view! Where can I find it/how do I get there?

Manage Widgets, Content and Recognizers...
On your My Widgets Panel click on Menu of Options and select Manage Widgets, Content, and Recognizers. This will open up the Widget Management View.

Alas the Manage Widgets is not there

Alas the Manage Widgets is not there.

I do have the My Widget sidebar and can create widgets, open catalog etc. But I cannot choose Manage Widgets
