Depending on how the recipient's desktop is arranged, they can try making the local replica the "top member" of the stack of replica DBs on the desktop. It works for more cases than I'm really describing, but sometimes it switches down the stack.
The doclink hints at which server to check; if your user has access to that server and the database is added to the desktop, it's got a preference.
If you need to force the doclink itself local from you, the sender, you could create a local replica & create doclinks from there. Or your recipient could remove the server-based database from their desktop (which can be easier if you can convince the user to do this).
